No good communication

I scheduled an appointment as a new patient and couldn't make it in so I rescheduled and it was okay, then I call again because I couldn't make it again and the receptionist told me I couldn't be seen because it was one of there policies and I understand the have to follow certain rules but she could have told me the first time I reschedule that by the second time I wasn't going to be able to be seen
